In Infiltrated, Hubert Avoine described how, after successfully penetrating the Mexican drug cartels, he was recruited and manipulated by the French narcotics office and his former boss, François Thierry, to participate unknowingly in the massive import of drugs to France. Since his book was released, the commissioner was investigated for complicity in international trafficking of narcotics, and legal proceedings are still in process, reveling over the course of several months a sprawling system implicating the highest levels of the French police authorities.

Far from remaining a passive spectator to such proceedings (including one bearing his name), Hubert Avoine has continued his investigation between France and Spain with the journalist Emmanuel Fansten, meeting new key witnesses, reviewing confidential documents and establishing hidden connections. They have uncovered new findings that will shake up the scandal in unforeseen ways, with more serious levels of involvement and compromise.

For the first time, the authors offer proof of the connections between the traffickers protected by the French police and certain radicalized networks. In 2015, when France was struck by two of the worst attacks in its history—those against Charlie Hebdo and those that took place on November 13–several tons of cannabis were pouring into the country under police control, flooding cities, sometimes with weapons as well, before vanishing. While the country was in a state of emergency, the state’s trafficking operations directly financed radical Islamist networks. How could this have happened? Now the scandal is not just about the French narcotics office and its former director. It goes far beyond that, threatening the Republic itself.
